The Smallholder Agriculture Cluster Project is a six-year project running from November 2021 to December 2027. The project is funded by the Government of Zimbabwe in partnership with the International Fund for Agricultural Development (IFAD), OPEC Fund for International Development (OFID), smallholder farmers and the private sector.
The day-to-day management of the project is overseen by a Project Management Unit comprising of various technical specialists. The unit is led by the National Project Coordinator, who is assisted by specialists in value chain and agribusiness, climate-smart agriculture, social inclusion, infrastructure, procurement, accounts, and administration. At the provincial level, the project has a Provincial Project Implementation Unit, which comprises the Provincial Coordinator, a Climate Smart Specialist, a Monitoring and Evaluation Officer, an Engineer, a Social Inclusion and Nutrition Officer, and a Junior Procurement Officer.
SACP aims to boost household incomes and nutrition by transforming smallholder farming, promoting equitable participation in market-oriented, climate-smart value chains.
This component is the key investment component of SACP, which addresses low productivity and farmer incomes due to gaps in smallholder-based value chain organisation and financial sector challenges.

Eight clusters were identified at the project design stage, focusing on the same value chains. Smallholder farmers will engage in commercial production for food and nutrition security.
SACP is targeting 800 Agribusiness Partnerships (APGs) to benefit 24,000 low-income smallholder farmers in Zimbabwe. The project covers 78,240 beneficiary households, including 45,000 indirect targets. The primary target group includes 50% women and 30% youth.
Malnutrition affects 1 in 3 children, particularly in rural areas. The program promotes four-star diets for smallholder farmers and provides training on nutritious food cultivation.
The project covers five out of the country’s ten provinces, that is, Midlands, Matabeleland North, Mashonaland West, Mashonaland Central and Mashonaland East. 428 wards located in 18 rural districts in the selected provinces will benefit from the project. In Midlands, SACP covers two districts, and its activities overlap with those of another IFAD supported programme, the Smallholder Irrigation Revitalization Programme (SIRP), to promote lesson learning between the two interventions.
